[UPDATE - COVID-19] Strengthened sanitary measures in France against Delta variant

On July 12th, Macron announced the extension of the “health pass” (pass sanitaire) in hopes of achieving widespread vaccination as France enters its 4th wave. Approved by the French parliament on July 26th, the health pass law includes the following measures: 

 

  • From July 21st, the health pass will be mandatory to visit leisure and cultural places gathering more than 50 people such as museums and movie theatres 

  • From August 9th, the health pass would be mandatory to visit cafes, restaurants, shopping malls, hospitals, other medical facilities and long journeys by plane, train or by bus) 

  • Vaccination will be compulsory for all people in contact with vulnerable people notably all staff including nurses in hospitals, clinics, retirement homes, and disability care centers, paramedics, and volunteers. Controls will begin September 15th. 

  • Specific vaccination campaigns will be put in place for middle school, high school, and college students at the start of the school year. 

  • A recall campaign will be set up for the first French people vaccinated from the first days of September. 

  • PCR tests will not be free anymore from fall, except when a medical prescription is provided.

How does one get a health pass? 

 
Applied since June 9th, the health pass is a digital (on TousAntiCovid application) or paper-format proof of 3 kinds: 

  • Complete vaccination attestation that you can recover from National Health Insurance portal or any health professional in France 

- 2 weeks after the 2nd injection for double injection vaccines (Pfizer, Moderna, AstraZeneca); 

- 4 weeks after injection for vaccines with a single injection (Johnson & Johnson); 

- 2 weeks after the injection for vaccines in people with a history of Covid (1 single injection). 
   

  • Proof of negative results from Covid-19 RT-PCR or antigenic test of less than 48 hr that is registered in the SI-DEP portal and you can recover by SMS, e-mail or directly from any health professional in France.

  • Proof of positive results from RT-PCR or antigenic test attesting of recovery from previous infection by Covid-19, dating of more than 11 days and less than 6 months. The process is the same as above to recover the proof.

 Health pass for French expats 
 

On August 1st, the secretary of state in charge of tourism announced the acquisition of the health pass will be simplified for French expats in the following days.  

Expats that are fully vaccinated with a European Medicines Agency-approved vaccine (Pfizer, Janssen, Moderna, AstraZeneca…) will be able to apply online and will later receive a QR code that will serve as a health pass.
