Mutualité Française Delegation Concludes Strategic Week with High-Level Healthcare Seminar at the FKCCI

On February 27, 2026, the FKCCI hosted a high-level seminar dedicated to the future of healthcare financing in Korea, gathering around 60 participants, including representatives of the Mutualité Française, Rep. Kim Yun (Member of the National Assembly, Health and Welfare Committee), and major stakeholders from the Korean social and solidarity economy sector.

The afternoon opened with welcoming remarks and a policy address by Rep. Kim Yun, followed by keynote presentations addressing two central issues: the limits of Korea’s current system, marked by a national health insurance coverage rate of around 65% and strong dependence on private indemnity insurance, and the lessons that European mutualist health models may offer for Korea.

A roundtable discussion then brought together representatives from cooperatives, social medical institutions, civil society organizations, and the Ministry of Health and Welfare to explore practical pathways for designing a solidarity-based, publicly oriented mutual health insurance scheme as a potential second pillar of medical protection.

This seminar marked the culmination of a week-long program during which the delegation met with NHIS and HIRA, visited leading medical and elderly care facilities, and engaged with academics and experts in health economics and social policy.

By combining institutional dialogue, technical analysis, and international comparison, the week placed the question of a mutual, solidarity-based second pillar firmly on the policy agenda and reinforced Franco-Korean cooperation in healthcare reform.
